Acts 

Act 11/2024. An Act to provide for the dissolution of Ervia and the transfer of functions, assets, liabilities, records and staff to Gas Networks Ireland and for those and other purposes to amend and extend the Gas Act 1976 and the Gas Regulation Act 2013; to amend the Freedom of Information Act 2014; to provide for the transfer of functions of the Minister for Housing, Local Government and Heritage by or under the Maritime Area Planning Act 2021 to the Minister for the Environment, Climate and Communications; to amend the Maritime Area Planning Act 2021 to provide for certain arrangements relating to the making of the marine planning policy statement and designated maritime area plans under that Act; and to provide for related matters.

Commencement: This Act shall come into operation on such day or days as the Minister may by order or orders appoint either generally or with reference to any particular purpose or provision and different days may be so appointed for different purposes or different provisions.

Act 12/2024. An Act to provide for the right of persons who are party to proceedings, where such proceedings are not concluded within a reasonable time, to seek a declaration of that fact and, in certain cases, compensation and, for that purpose to make provision for the making by such persons of applications for such a declaration and compensation and for the appointment of a Chief Court Delays Assessor and Court Delays Assessors to assess such applications; to provide for the making, in certain circumstances, of an application to the Circuit Court for such a declaration and compensation; and to provide for related matters.

Statutory Instruments

SI 175/2024. This Order imposes a levy on certain specified classes of providers of audiovisual media service providers, providers of sound broadcasting services and providers of designated online services, for the purpose of meeting the Commission’s expenses properly incurred and its working capital requirements in respect of the levy period, in so far as those expenses and requirements are not met in any other way.

Commencement: 1 May 2024

SI 176/2024. These Regulations update existing Regulations with regard to additional levels of controls on the import of certain food of non-animal origin from specific third countries with regard to pesticide residues and on the import of certain feed of non-animal origin from specific third countries.

SI 177/2024. An tSeirbhís Oideachais Leanúnaigh agus Scileanna was established under the Further Education and Training Act 2013 to promote training in industry and commerce. This Order defines the activities of the social work industry in relation to which An tSeirbhís Oideachais Leanúnaigh agus Scileanna shall exercise its functions in the creation of statutory apprenticeships.

SI 178/2024. These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EU) No. 2017/1770 of 28 September 2017 as amended, regarding restrictive measures concerning Mali. The Regulations provide that competent authorities of the State may issue directions for the purpose of giving full effect to the sanctions. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

SI 179/2024. These Regulations provide for the enforcement of restrictive measures contained in Council Regulation (EU) 2023/888 as amended, regarding restrictive measures concerning Moldova. The Regulations provide that competent authorities of the State may issue directions for the purpose of giving full effect to the sanctions. The Regulations create offences for breach of the Council Regulations or for failure to comply with the directions of competent authorities of the State with regard to implementation of the sanctions and provides for appropriate penalties.

SI 182/2024. The Act at section 8, provides that an organisation may apply to the Minister for Enterprise, Trade and Employment for designation as a qualified entity and at section 14(1) provides for an applicant whose application for designation is refused or revoked by the Minister to request a review. The Act at sections 24(1), 24(3), 24(5) and 26(5) provides for correspondence between a consumer and their qualified entity. These Regulations set out those circumstances in the forms listed at Schedule 1.

SI 183/2024. These Regulations provide for a qualified entity to charge a modest fee to a consumer, requesting to be represented in a representative action for redress, under section 29 of the Act.

SI 184/2024. The purpose of these Regulations is to transpose Directive (EU) 2021/1187 on streamlining measures for advancing the realisation of the trans-European transport network (TEN-T). These Regulations designate An Bord Pleanála as the designated authority in the State.

SI 188/2024. The purpose of the Intra Communities Transfer Directive (Directive 2009/43/EEC of the European Parliament and of the Council of 6 May 2009) is to simplify the rules and procedures applicable to the intra-Community transfer of defence related products. The list of products covered by Directive 2009/43/EEC is the “EU Common Military List”. As the common military list is updated regularly, the Directive is also updated with an amended list. These Regulations implement and give effect to Commission Delegated Directive (EU) 2024/242 of 27 September 2023 to reflect the amendments made in the EU Common Military List.
